AdSense Users: Earn 20 Bucks a Head for AdWords Referrals; Adwords ‘Position Preference’ Feature

We heard it from JenSense: AdSense publishers can now make a 20-spot for referring new Adwords customers that spend 100 clams on advertising within 90 days after signing up. Previously operating only in select countries, the program is now live everywhere AdSense for Content is - check the FAQ for more info.
Jen wonders why a new advertiser is worth so much less to Google than an AdSense referral, which garners $100:
“I would have thought a new advertiser would have been just as valuable to Google - if not more so - than a new publisher. The only reason I can think of for this is that they are trying to capture more of the publisher market share, especially with new publisher programs for competition out there such as YPN and MSN ContentAds.”
At any rate, Adwords customers new and old can take advantage of a new tweak that allows advertisers to ‘opt out’ of undesired ad positions. A detailed write-up appears on the Search Engine Watch Blog, but here’s the gist of the post from their forum: you can tell Adwords to show an ad only when it qualifies for positions you specify relative to other ads on a page - select whether you want ads to appear only higher than or lower than a certain position, in a range of positions or at an exact position.
For instance, if you find that an ad performs better when it’s ranked lower than position two, you can tell Adwords not to run the ad if it’s ranked 1st or 2nd - and “the system will automatically try to lower your bid to place your ad in your preferred position.” The post warns that “not everyone may see the new feature yet,” and “position preferences are not guaranteed. Your ad may still appear in other positions, though we will make every effort to display your ad where you prefer.” Of course, a “broad range” of positions is recommended, in order to keep impression and click rates up.

On their blog they say that you will earn 20$ at every 100$ spent by the advertiser, but on the AdSense control panel they say you will earn only 20$ at the first spent. This is confusing.
